Generell Refactor Items in config with this change:

global _wsl
- is probalby not needed since set in config itself.
- also filter in Config class with wsl_excluded and not in each Tool_Config.from_raw()
Packages should give back a PackagesConfig
dotfiles_repo should give back a DotfilesRepoConfig
Clean up config.py and put it in its own Folder with init.py
- better overlook over the seperat Modules and smaller files that are easier and more comprehensible

Using for all TOML Values to validate so i dont need to type cast it and also this makes validation easier. Also instead of using wsl_excluded for from_raw of tool_config class this should instead filter per list comprehension and skip the name. this should clean up the code.
